[bug] textual definitions of `run of river power technology` and `permits`

Unrelated to this particular issue, but I noticed while working on this, that the definition of run of river power technology is incorrect.

Additionally, the definition of permits is incongruent with its domain/range, but that would change due to this issue.

Solution

• run of river power technology: A run of river power technology is a power generation technology that describes how to combine hydro power units in run of river power plant and a hydroelectric energy transformation.
• permits: A relation between a licence and a licensee in which the licence describes under which conditions a licensee can perform a process.
