Originally I was opposed to this on Arch since I was under the impression there is no precedent for doing this. However, while switching between Wireplumber and Pipewire Media Session, I noticed that user services were automatically being enabled. If it's possible to get the env var behavior more consistent we can more safely do this.

DEB/RPM already disables these modules, and (I tried) enabling systemd services automatically with #4, but it didn't work reliably so I am now trying to disable it through #24
It seems Arch PKGBUILDs are using --global, but I think enabling the service is unnecessary since launch scripts in this repo already starts service if it's not available so...
