User Confirmed Email Event has invalid UserId

Workflow.Input.User.UserId Contains invalid UserId - No user with such UserId exists

To recreate:

• Create new workflow with Start event "User confirmed Email"

• Atach notification to display value of Workflow.Input.User.UserId`

• Compare with actual UserId

• Test for "User Created" and "User Updated" -> The UserId is correct
