Google setting location as Russian but Outline server is hosted in the US

I have an office in the US. There are 3 workstations in the office, and a Linux server hosting the Outline VPN server.
I connect to the outline server from Moscow to bypass the restrictions and censorship.
The 3 computers in the office have no interaction whatsoever with the VPN server, and their traffic is routed via the office router connected to the US ISP. The router is configured to use 1.1.1.1 and i can also see 8.8.8.8 in the Mikrotik router as DNS providers.
Now the workstations in the office, when they visit google.com or try to use gemini, google is displaying in russian. Also, the location shows as russia in the lower left side of the google homepage. So google thinks the IP is russian.
When the clients in the office try to change the location in gemini, there is an error "Something went wrong (1060)" message, they are currently unable to work with it.
I am scratching my head... My logical guess is google somehow flagged the IP address and changed the location in their records because there is many requests to connect to russian sites when using the VPN. I do not think there are any leaks when using outline, i have checked in browserleaks.com and everything checks from here as being in the US.
I need to fix this so the clients in the office in the US are not flagged as being in russia. Any ideas?
