Minecart teleportation regression in teleport changes

Expected behavior

Click on minecart , enter the minecart and interact with buttons , levers etc ..
Was working as expected with Paper 1.21.10 build 84 and broke with build 85

Observed/Actual behavior

A issue was introduced with commit d98142e . Under some conditions ,clicking a minecart to enter , places the player outside the minecart on top. This case with Craftbook plugin as seen in sceenshot the player is on top of the minecart. In this unnatural state the player can not interact with , say buttons or levers, etc ... Please fix .

Steps/models to reproduce

Under some sittuations clicking on a minecart or riding in a minecart place the player outside on top on the minecart

If this helps at all. I did an experiment with the Pig and Villager placed on a minecart track, then the minecart will pick up the mob . As long as the Minecart does not not cross over a Craftbook Station sign , the mob remains in the minecart. When a mob rides in a minecart and crosses over a craftbook station sign, the mob is raised up by y=1 and is now riding on top of the cart. I can press the button and it works because I'm not in the minecart. Some how y= teleport position +1 under some conditions.
