Powershell: Ability to specific servicecontrol.throughputdata queue

Describe the feature.

The servicecontrol.throughputdata queue can be overriden via the settings file but this can only be done after the instance is installed first. THat also results in that queue to be created which needs to be manually removed.

Having the ability to specific this via Powershell makes overriding this queue name much more convenient.
