Regarding Scattershot calculation in PoB2 0.5.0

What is the wording in Path of Building?

Is the Scattershot calculation off? Whenever I add it to my infernal witch Arsonist build in PoB 0.5.0 it greatly reduces Arsonist minion damage, and overall DPS. Is it somehow not calculating the x3 projectiles that are granted? Or is this accurate?

PoB doesn't automatically account for shotgunning projectiles (see #516 ). Among other things it's because the "shotgunning"(multiple projectiles hitting the same enemy) is dependent on a lot of factors (like AoE, position & size of the enemy etc.) and not guaranteed.
