Alert on high system load and consider Horizontal scaling options if necessary

With the move from AWS Lambda to EC2 well underway, it seems to me that this removes the feature PlantTracer had of being able to automatically scale the web server tier horizontally.

Is my supposition correct, and if so, shall we tee this up as a future enhancement issue?

I don't think that horizontal scaling is likely to be an issue, but it may be more appropriate to have an issue for monitoring system load.
