Cite primary source for additional unearned income sources in LA County General Relief

#4116 added Social Security, SSI, and TANF to the list of unearned income sources for LA County General Relief. These aren't in the program manual, but the Social Benefit Navigator team suggested we do so after a conversation with DPSS. Once they provide a more detailed program manual with this info, let's update the source.
