Settings page is missing settings for new installs of Progress Planner

To Reproduce

Step-by-step reproduction instructions

1. Go to https://playground.wordpress.net/?php=8.2&wp=6.2&plugin=progress-planner
2. Go to Admin -> Progress Planner
3. Select 'No' and tick the checkbox. Click 'Continue without emailing me'.
   
4. Click 'Continue'.
5. Click on Settings (in the Progress Planner menu)
6. See that the 'Your pages' settings are missing:
