ModuleNotFoundError when installing in a container

I'm trying to create a minimal reproducer of a breaking change in a container, but I get a ModuleNotFoundError when trying to use av after installing it.

Here's the error:

Traceback (most recent call last):
  File "/usr/src/app/my_test.py", line 5, in <module>
    import av
  File "/usr/src/app/av/__init__.py", line 3, in <module>
    from av._core import time_base, library_versions, ffmpeg_version_info
ModuleNotFoundError: No module named 'av._core'

And here's how I started the container:

docker run --rm -it -v $PWD:/usr/src/app python:3.12.9-slim-bookworm bash

And I tried both 13.1.0 and 14.1.0:

pip install av==13.1.0

Any ideas on why this isn't loading like it should?

I found the issue (#1840) but figuring out why an install from pip doesn't load would be a good thing to figure out
