What is the expected feature or enhancement?

qiskit runtime service supports access on private path in all prod regions (us-east and eu-de)

The following new regional API endpoints are supported:

us-east: https://private.us-east.quantum.cloud.ibm.com
eu-de: https://private.eu-de.quantum.cloud.ibm.com
us-east (staging): https://private.us-east.quantum.test.cloud.ibm.com

The older eu-de private endpoint https://private.eu-de.quantum-computing.cloud.ibm.com is still being supported (until the clients in eu-de have migrated to use the new private endpoint via vpe)

Acceptance criteria

• Clients are able to connect in us-east on new endpoint and in eu-de on both old and new endpoints
