Allow GroundHP and HP as seperate Devices for Energy Hub

-Currently both access the HP key in the Programm seperate into HP and GroundHP

• Following Scripts need to be adjusted:

1. config.py: new structure with only two devices and proper validators for selection
2. certificate_generator.py: Change how the access for those devices is handled
3. get_params_central_devices.py: Change how the information is passed to EHDO
4. opti_dimensioning_central_devices: Adjust EHDO to allow both HP and GroundHP
5. opti_central.py: Change the optimization model to allow to deal with two seperate Heat Pumps
