courtesy of @koleini, we got a new script for building tflite with GPU delegates, so we can enable development and testing of his draft PR

ongoing work on branch update_tflite

  • build and publish binaries to s3 (for linux-x86_64, jetson)
  • update get_deps
  • move script to docker build
  • update tflite backend wrapper (there is an unresolved issue when deleting the ctx on cleanup)

Migrate the script to our build environment and docker build. VERSION=2.4.1 and ARCH=aarch64 work with the script in opt/build/tflite/new_build.sh
