Timezone is based on the server location rather than the user's location

Currently the datetime picker looks like it's based on the user's timezone, but in reality it's based on the timezone of the server. Expected behaviour is for the timezone to be based on the user's location rather than the server.

I'm unsure if this is even possible to handle in the server-rendered client. I think I'll deprioritise this and instead rely on the new react client for better UX here
