Module Category Question

Is there any way for modules to not be in the "External" module category? I can change the category that the module should use but it does nothing.

This is built into the default theme because I want people to be able to distinguish third-party modules from the official modules.
A custom theme wouldn't have to implement this though if you want to create a theme
