Delay should be robust to delay time = 0 #126

When delay time is zero, there will be a div/0 error in the call function:

return self.state[-1] / (self.delay_time_func() / self.order)

Vensim seems to handle this alright (probably just outputting the input value?)

Not sure if this is a bug or a feature of our implementation...
