https://reviews.llvm.org/D67847 changed the behaviour of report_fatal_error() for LLVM 11.x.

We should review the uses of report_fatal_error() in Program repo local changes wrt https://llvm.org/docs/ProgrammersManual.html#error-handling to see whether they are using the most appropriate way to report each error.
