Looking at https://github.com/SUSE/machinery/blob/master/plugins/packages/packages_inspector.rb#L28 I'd expect package inspection to fail on Debian if rpm is installed.

In which cases would rpm be installed on a Debian system? How common is this case?

It's usually installed as a dependency for alien, which is used to convert rpm to deb. However virus scanners and extraction tools might also require rpm.

According to Ubuntus popularity contest (opt-in) it is on ranked 2207 (http://popcon.ubuntu.com/by_inst) with 533604 installations. For Debian: https://qa.debian.org/popcon.php?package=rpm
