In the interest of clarity please consider changing Test Condition text from:

To something like the following (emphasis added)
"The video-only content information is also available through an accessible equivalent text or audio alternative."
or
"The video-only content information is also available through a programmatically accessible equivalent text or audio alternative."
Also please consider revising the Note under 16B, "An image of a transcript does not meet this requirement," to clarify that closed captions do not meet this requirement either. Closed captions are not images, if I click on them a screen reader may read them, but they are not keyboard accessible and will not be read automatically by screen readers.
The Test Condition appears in both the Conformance Test Process and the ACRT.
I realize that WCAG 2.0 S.C. 1.2.5 requires an audio description for level AA compliance. If the Trusted Tester Protocol is revised to meet that standard the above request is not necessary. As it stands, however, the TT Protocol requires one or the other and if we are going to accept a text equivalent it should be a programmatically accessible text equivalent.
