I'm sorry if this is not the right place to point this out, but, as best I'm able to determine, none of the Trusted Tester tests would cause failures of 1.3.2 Meaningful Sequence that were not the result of CSS layout. For instance, on the Survey page of the WAI Before and After Demo, 1.3.2 Meaningful Sequence is violated because a layout table is used in a way that causes the reading sequence to be non-sensical (see table under Do you want to receive a free newsletter). What test would trigger this failure?
