Why doesn't this only work with language codes when the Python standard is to use locales?

This seems to not work if I want to use "en_US" which is the standard when using `makemessages` for localization. Instead I can only use "en".

What effort would be required to support this? I might be willing to fork if you can advise and don't have the bandwidth for this improvement.
