Solobattle Lacks the Splat Ruler

1. Enter the singleplayer browser.
2. Start playing a multiplayer map. This creates a game in solobattle mode.
3. Hit your splat ruler hotkey, or look for the splat ruler button in the panel.

Expected: You can activate the splat ruler.
Observed: You can't get the splat ruler.

This bug arose from the lack of space in the panel. Redesign the panel to accomodate for all the usual singleplayer buttons.
