Outdated python version in containers used in SPCS Quickstart

Describe the bug
Docker container jupyter-snwopark in SPCS Quickstart uses python version 3.9, which is EOL as of Oct 2025.
Updating the Dockerfile python 3.13 worked.

To Reproduce

1. Follow the Quickstart until halfway through step 4.

Expected behavior
Use supported python version.
