In at least some Darwin spectrum headers (e.g. /oco2-data/tccon/spectra/darwin_ifs2/i2s_2020/2014/db20141231seccaa.084, the TIM parameter has (UTC+X) rather than (GMT+X). Need to see if this is an interferogram vs. spectrum difference, but it probably makes sense for i2s_catalog::get_zpd_time to handle either.
