Custom Backdrops dont apply fxlayer stuff applied to them

We do not support content fxlayers on our current release nor parse backdrop names for that xml (content for that is on the pipeline) but if you hardcode a custom backdrop on the fxlayers.xml it wont get loaded for the custom backdrop that its related.
I assume this has to do with how our custom backdrops work.
