Create Standalone version to support TLS

Waitress does not support TLS on it's own and so this image was designed to be used behind a load balancer where TLS has already been taken care of. 

The Goal would be to combine this image with an Nginx instance in order to support TLS via a reverse-proxy setup in a single easy to use container, requiring minimal configuration.  

This may require a different repo.
