Is there a maven dependency?

Can I use the API as local jar?

Yes, but maybe this will have issues because if there are two plugins using the API and they're not using the same version the user will have a lot of errors.

How can I get a checksum for the Dependency Manager?

Use this page, there upload the dependency jar and paste the Base64 checksum

What are the differences between Isolated and Reflection Loader Types?

The Isolated will load the dependency only for your plugin avoiding bugs with other plugins. Reflection loader will load the dependency making it available for all the loaded plugins
