Issue's Editing config files to create groups, add players to said group, and giving the group permissions to certain commands

Me and my friend are trying to set up permissions on a pixelmon server to allow players access to some commands but we are having a hard time understanding/ following the in game UI to set this up when attempting to edit the config with the commands and players added to the group the server then crash's upon start, leaving us stumped on what to do.
