Based on a comment from @MichaelGreenough it seems like the 0x040 CAN frame is being sent twice as often as it should be.
"Taking a look at the CAN logs, the wingsail module is transmitting wind sensor data on the CANBUS at ~8Hz. Doesn't the sensor only actually output wind data at 4Hz? Is it possible you are sending two duplicate messages?"
