Add documentation for CMIP7-support

Objective: add necessary pages for CMIP7-support.

• Add an issue template which will request, for example: Name, Institute, email address, user id?, which git repositories is access is required to and why need access, i.e justification and explanation.
• Also add links to other support pages on github
• Link to trac pages as necessary

When an access request is opened, check how notification is done, i.e. via the issue or setup a separate email component.

GitHub itself is designed for hosting code and documentation, and while it supports issue templates and GitHub Pages, it doesn't support form handling natively (like submitting a form to an email address or storing form data).
However, you can host a form on GitHub Pages and use a third-party service to handle submissions, including sending them to an email address.

Option 2: Use Google Forms

Create a Google Form with the fields you want.
Embed it in your GitHub Pages site using an <iframe>.

I don't think we want to be holding information in google sheets. So I think it is best if everything is handled by Github issues

_GitHub already has built-in notification features. Here's how to make sure you get notified:

and add get email for my own updates. Note there can be a delay, say 30secs, in getting emails,
