THE PLAN

1) Refactor nrlsmf packet handling to abstract packet processing from capture/intercept device.
Basically, an SmfInterface() should be notified of inbound packets. And there would be two
SmfInterface outbound packet handling procedures so that outbound packet resequencing and/or
mirroring (i.e., to other interfaces) is done as needed.
a) Added "HandleInboundPacket()" method to SmfApp that does common forwarding steps
regardless of packet capture/intercept. Next step is to add the SmfDevice option
for packet I/O and use this ... then move on to think about unicast forwarding.
2) Introduce the SMF "device" as an alternative packet I/O mechanism.
3) Add filters for which traffic should and should not be "mirrored"? E.g., some existing protocol
daemons such as mDNS, may already work on multiple interfaces. I suspect this would be true for
anything using link local multicast so that may be a default filter rule observed.
