config to enable/prevent new folder creation, restricted mimetypes and auto resize/crop per folder

It would be useful to have enable/disable boolean folder creation within the config. This way a developer can give permisions to folder creation/edit on an role basis.

It's also be great if uploads could be automaticall resized/cropped based on the target folder... as with thumbs but for content, hero, other.

It would be very usefull if we could, including with the already mentioned functionalities, enable/disable certain tools like cropping or resizing via the config
