[BUG] Failed to host local and steam server. Failed to connect to a remote steam server

is this not supposed to be used in multiplayer ?

connecting remote server should work
but i haven't done any test on steam multiplayer
and i haven't done any test for hosting a local server

confirmed that:
joining a remote server works
hosting a local server fails

this is a bug, but fixing this might be a bit complicated (for cross platform compatibility)
