Adjust position of the Yoda banners so that it does not cover other buttons

Is your feature request related to a problem? Please describe.

When a banner is placed on Yoda portal, the Save/Cancel buttons when editing Metadata, are partially covered by the banner. It would look much nicer if this would not be the case.
I am using Firefox 148.0 on WindowsOS.

Reposition the banner so that it does not cover other button in Yoda portal.

Two additional things to consider:

• Why is the banner active on every page in Yoda? Is it possible to only have a banner active on start page, research pages, vault pages, and group manager pages? (could very well be that a banner is site wide and not possible for specific pages).

• Is it possible for a user to close a banner within 1 session for x amount of time (for example 12 hours). I can imagine that a constant banner present can be annoying for some (at least I would find it that way).
