In the Brain Tool:
The Hebbian timer on brain_network_tab.py and the Neurogenesis timer should be locked to the UI simulation speed
Adjusting the speed via the speed menu does not affect those timers and it should
Even at 4x speed, Neurogenesis still only happens every 60 seconds (by default) and Hebbian every 30 seconds (by default)
Example: These should be 30/15 at 2x speed
