Add hasRunner field to core plugin entries

Marks which core plugins publish a headless runner.js bundle so
voiden-runner can derive its core plugin list directly from the registry
instead of a separately-maintained hardcoded list. runnerAsset records
the actual release asset name ({id}-runner.js) for plugins that have one.
