Aesthetic updates: Public water supply app

These are not critical updates to this app, but they are nice to have whenever you get the chance to:

1. Add an informative header to the URL. e.g., WaDE + SiteUUID + landing page
2. Find a way to hide the red "error" messages while the app waits for the API to respond. This can be scary to first-time users. I think Jim Stagge faced this error message in his app and found a way to prevent it from showing up. No idea how but you may look at his source code. Actually, I think this orange box/text prevents the error messages from showing up (see the second screenshot below)
3. Make the URL in the card (to the landing page) open a separate browser tab.
4. Could you look into the fancy tool that Jim used to plot the time series and show this dynamic slider? See the third screenshot below
