POU filter is not included in the download feature

This appears to be a bug. For now, we need to diagnose it well so DPL can fix it later when we have funding.

To reproduce

1. Download the data (see how this data should be only for Points of Diversion)
2. Open the sites.csv table
3. There are POUs included (bug)
4. I see there are ~22,000 sites for 3,360 water rights (that's probably expected but it feels high to me)
5. The most significant issue or bug here is that ~1,000 sites do not have longitude or latitude coordinates. Not sure what the bug is.
