Improvements to the Announcements - better communication between translators and mantainers

As a mantainer I value the communication with translators, that many times point to errors on source strings and help us improve our content (thanks, translators!!)

I use the Announcements to communicate with translators in a general way, but I see some limitations:

• Translators cannot remove an announcement once they have seen it.
  This means I need to be careful and only add announcements that are very important and can stay through time, or add expiration dates but then new contributors will not see them. If translators were able to hide announcements, I would add some announcements targeted to new contributors, knowing that they will not clutter the interface for recurring translators.
• I cannot preview or edit announcements.
  This means I need to copy the contents before sending, just in case, and sometimes post and remove several announcements until I get the markdown right. It can be frustrating. It would be great to be able to simply edit an announcement, and also preview before posting.

• Notifications via interface, not only via email #6569 could be the way to cover the first part.
• A preview tab for markdown fields #7420 should cover all Markdown fields, not just the comments.

PS: We look at reactions on the issues when prioritizing, so adding a 👍 reaction on the initial issue post will boost it.

I liked those 2 proposals and gave a 👍 reaction , but they are not exactly what I mean:

• Notifications via interface, not only via email #6569 could be the way to cover the first part.

Some announcements are not about pending translations, they can be about other resources or news.

* [A preview tab for markdown fields #7420](https://github.com/WeblateOrg/weblate/issues/7420) should cover all Markdown fields, not just the comments.

Previews will be most welcome in markdown fields. But edit is also important: I want to have an announcement saying which languages have already been published. So, every time I publish new translations, I need to re-do the whole announcement instead of just editing it to add the new languages. Same can happen with other changes.

Please create an issue for editing announcements. The notifications hub will allow users to keep track of notications simiarly as we can see on GitHub, it might not fully address your question, but should help.
