It keeps restarting due to

It is literally in the first post. So I think that you should know the answer from below log....

That database container is misconfigured.

Simply run tests.

Create new vm => ubuntu => docker => run docker compose.

Every time you will get the same error.

Aren't you running tests before finishing PR ?? That includes deployment tests on fresh VM that is auto-created during test phase for CICD.
