Currently, if an SMS takes 1 or even 60 minutes to arrive at the SMS gateway, the system doesn't recognize the lag. There is some data already available in the report format (report sequence and scheduled reporting interval) but it isn't currently used to adjust report timestamps on the server-side. More data could probably also be included.
