Improve workflows

#459 enhances a single workflow by

• Adding cache
• Eliminating docker images

The same needs to be implemented to other workflow (upstream_test). The nix workflow is the bottleneck most of the times, it needs to be vetted as well.

This doesn't concern our core code base, hence is a low priority task.
