Arsenal - Layered Loadouts

Allow saving and loading parts of a loadout, with interface (accessible by Ctrl+Button for example?). Default save/load behavior otherwise.

Example:
Build loadout with only uniform + uniform items -> Ctrl-Save -> Select parts of loadout to save ("primary weapon", "vest", etc.).
Load with same interface?
