Check if CTL might be affected by an issue fixed by OCIO patch

OCIO issued a bug fix for array subscript out of range exception can be thrown under a floating point rounding edge case

The CTL should be checked against the new test in OCIO added as part of this PR to confirm that a similar issue does not exist in the CTL.
