Add Databricks CLI on runners

Hi

We're using Github Actions to deploy software in the Danish energy-sector and rely heavily on Azure Databricks for our big data workloads

We're using hosted runners but due to our dependency to Databricks we need to install Databricks CLI every time we want to interact with Azure Databricks either in CI or CD pipelines.

It would be very beneficial for us to have Databricks CLI pre-installed on Github-hosted runners. Please consider this in future releases of hosted runners. Thanks in advance
