config.ini 生成路径有问题 #7

系统：debian 12；
使用 tomcat 部署 picuang.war ，自动生成的 config.ini 的位置会在绝对路径 / 下，如果使用非 root 启动服务会导致读写权限问题；

建议修改 Prop.java 内的文件读取方式
