tools: Add MacOS15 images to packer config

[30/9] UPDATE:

• Sequoia arm64 and intel images will be built by the packer workflow
• xcode11 and xcode15 installs are skipped in the orka.pkr.hcl build as they should only run in the orka-base.pkr.hcl build, for both intel and arm64 (its not installed on intel anyway)
• The current sequoia final image of the packer workflow will not have xcode 11 or 15 installed. This is because at the moment we are not building on MacOS 15, only testing, so theres no need for it to have xcode installed

Will update the documentation in https://github.com/adoptium/infrastructure/blob/master/ansible/packer/README.md after this pr is merged

An arm64 macos15 image is now available. The base packer script will pull and build on latestsequoia and then none base packer script will pull and build sequoia-arm64-base to give a final usable image called adoptium-sequoia-arm64
