Dump wandb metrics to disk

Would be useful to be able to dump metrics to disk instead of requiring wandb to access them. This came up during GFDL sync as GFDL folks other than Spencer don't have easy access to wandb. 

Some thoughts:
- how to dump such that metrics are broadly useful for other tools
- curious about specific needs for non-wandb users
