Is your feature request related to a problem? Please describe.
Currently there is no Cookie notice.

Describe the solution you'd like
Please create a cookie notice, but don't have it block the rest of the page. (Do not use Bootstrap modals)

Additional context
Bootstrap 4 Modals take over the entire screen and prohibit clicking on the page until the cookie message has been closed.
